An application for renting a flat can be submitted electronically through the digital services of a Bratislava account (https://konto.bratislava.sk ↗︎ ) as well as in person at the Municipality of the Capital in the Office of Citizen Services (https://bratislava.sk/kontakty ↗︎ ) located in the New Town Hall building, on the ground floor on the left, where the personnel there will help you fill out the application.

If you do not have the opportunity to submit an application electronically or to appear in person at the Municipality office, you can download the application (below in the Documents section), fill it out by hand and submit it by post. To speed up and streamline the application processing, we recommend submitting it electronically through a Bratislava account, where you will find detailed instructions for filling out the application.

To submit an application, open a Bratislava account, log in to your account, select Application for Renting a City Flat services section and follow the instructions. If you do not yet have an account, select Registration or Create a Bratislava account. You can create your account in a few steps and then proceed by choosing Application for Renting a Flat. You’ll find a manual with individual steps and illustrative examples here (also below in the Documents section).

• the applicant is not the owner or co-owner of any real estate intended for permanent residence (with the exception of certain situations in the terms of the GBR), • the applicant has a registered permanent residence or can prove current residence within the Capital of the Slovak Republic Bratislava, • the applicant is in housing need, i.e., is homeless or his/her housing is insecure, inadequate or acutely threatened, or he/she lives in an inadequate flat (in the case of an application for a barrier-free flat), • the applicant has no outstanding financial obligations towards the Capital, • the applicant will permit the authorities of the Capital or a cooperating organisation to carry out a social investigation for a comprehensive assessment of the application, • the net monthly income of the applicant/entire household does not exceed four-times, or five-times the subsistence minimum (five-times if the applicant or a member of his household is a person with a disability or a single parent with a dependent child), • in the case of an application for a barrier-free flat, the applicant is a person with a severe disability according to Annex no. 2 to Act No. 443/2010 Coll. on Housing Development Subsidies and Social Housing, as amended

• For processing the application for renting a flat, the data and information entered by you must be verified. In order to verify your application data, you will receive a request to submit documents for inspection as part of the social security check. A part of the invitation is a list of documents that you should have prepared. • With every application for renting a flat, the fulfilment of the conditions, or entry criteria, which are set by GBR (listed above), is assessed. When assessing applications, emphasis is especially placed on the applicant’s degree of housing need as well as the state of health, risk factors, family situation and financial situation of the applicant. • One of the conditions (entry criteria) is that the applicant allows the employees of the City Hall of the Capital of the Slovak Republic Bratislava or its cooperating organisation to conduct a social investigation. Social screening is the meeting of a social worker with the applicant in the applicant’s household, during which the applicant’s situation is verified by means of an interview to obtain a comprehensive assessment of the application for renting a flat. The application assessment is carried out on the basis of processing the received application and the subsequent social investigation. An application thus processed is then further assessed and processed by the Housing Commission, which places the applications on a waiting list and subsequently proposes the allocation of a flat. • Employees of Bratislava City Hall will inform you about the approval of the application for renting a flat by the Housing Commission and the inclusion of the application on the waiting list. You will also have the opportunity to track the placement of your application on the waiting list on the City’s website. • If the Housing Commission assigns a flat to you, you will be informed of this fact by the employees of Bratislava City Hall. You will also receive information about the offered flat, the date for its inspection, the price range and the rental conditions.

After submitting and registering the application, applicants will be asked by the employees of the Capital for documents for inspection. To verify the data and information stated in the application, prepare: • a citizen’s identity card (of the applicant as well as other household members), • a document proving marital status (marriage certificate, valid court judgment on divorce, death certificate), • the title deed, if you are the owner of the property, • a document showing the amount of the household’s net monthly income (an original income certificate from an employer, confirmation from the Social Insurance Company on the amount of the pension/benefit paid, confirmation from the Office of Labour, Social Affairs and Family on the amount of the child allowance/parental allowance, confirmation from the tax office, etc.), • a document proving permanent residence in Bratislava, or a document proving current residence in Bratislava (e.g., an employment contract, accommodation contract, rental agreement, confirmation of child’s school attendance, confirmation of social worker contact with client, etc.), • in the case of the applicant’s deteriorating state of health, confirmation from the attending physician (for a sample, see below in the Documents section) regarding the applicant’s state of health or a report from the relevant Office of Labour, Social Affairs and Family on disability/a report from the Social Insurance Office on disability, • documents proving risk factors (e.g., a court decision/document on release from the facility/document from the Office of Labour, Social Affairs and Family, etc.)

An application for apartment rental may be excluded, meaning it will no longer be considered.

Reasons for exclusion of the application or applicant from the register/evaluation process include:

a) providing false information in the application, b) submitting an incomplete application, if the applicant fails to complete it within the deadline specified in the request for supplementation, c) the housing committee determines that the applicant is not in a housing emergency, d) the applicant fails to respond to the apartment offer within the specified period, e) the applicant repeatedly refuses the offered apartment without providing a valid reason, f) the applicant refuses to sign the lease agreement, g) the applicant no longer meets the entry criteria or fails to fulfill the obligation to update the application, h) the applicant does not achieve the minimum required score of at least 40 points in the points-based evaluation.

The entry criteria are listed above in the section “What conditions must I meet to be included in the applicant register?”

If you mistakenly provided incorrect information in your application or if your life situation changes in the future, you may submit a new application for apartment rental.

In the event of a change in your life situation, you may submit an application again. Similarly, you may reapply if you made a mistake when completing the previous application and incorrectly provided information that resulted in your application being excluded from consideration.

When filling out the application, please read the accompanying texts carefully and ensure that you have thoroughly completed all sections and fields in the application.

If your application was excluded due to:

• not meeting the income requirement, you may reapply the following year if your income situation changes, as the assessment is based on income from the year preceding the application submission;
• not meeting the requirement of registered permanent residence or proven actual residence within Bratislava, you may submit a new application if your housing situation changes;
• failing to allow a social assessment to be conducted, you may submit a new application if you subsequently allow the social assessment to take place;
• not reaching the minimum number of points required for consideration, you may submit a new application if your life situation changes (e.g., a change in health status, housing emergency, family situation, or risk factors);
• failing to provide the missing information in the application after being requested to do so, you may submit a new application with all mandatory fields completed;
• failing to settle outstanding financial obligations towards the Capital City of the Slovak Republic Bratislava after being requested to do so, you may submit a new application after settling the mentioned obligations.

In case of ongoing housing emergency, we recommend seeking information about other housing or accommodation options, such as rental apartments provided by city districts, municipal or commercial accommodations, or housing facilitated by non-profit organizations or social service providers.

• All applications registered before the new GBR came into force, from the date of its effectiveness, i.e., from 1 September 2024, will be assessed according to the new GBR. When assessing applications, emphasis is placed particularly on the applicant’s degree of housing need, state of health, family and financial situation, and risk factors. Due to the change in entry criteria when assessing applications for the allocation of a city rental flat, we ask all previous applicants to re-submit their application through a Bratislava account, or in person at the City Hall. • In relation to the condition on the amount of the applicant’s net income, the amounts of the subsistence minimum, which are set by the Ministry of Labour, Social Affairs and Family of the Slovak Republic and are always adjusted on 1 July of the calendar year, are important. You can check the current amounts of the subsistence minimum in the flat rental application form and in this table; you can also find the calculation below in the Documents section. • Rental apartments are allocated based on an assessment of the housing need and vulnerability of the applicant and members of his household through a scoring system. After the application is submitted, an initial automated billing takes place, which is then checked by employees during a formal check of the completeness of the application and the fulfillment of the entry criteria. The scoring system can be found in the Documents section below. • Rental agreements are generally concluded for two years with the option of repeated lease extensions if the conditions are still met in line with the GBR.

When deciding on the renewal of the rental relationship, the conditions, or entry criteria according to the new GBR, will be taken into account. • Rental agreements are generally concluded for two years with the option of repeated lease extensions if the conditions are satisfied in line with the GBR. • The projects “Dom mladej rodiny” [A House for Young Families] and “Dom pre starších občanov” [A House for Senior Citizens] are cancelled as of the effective date of the new GBR. In the case of current tenants, the possibility of extending the lease period in line with a still valid contract remains intact. The conditions or entry criteria in terms of the new GBR will be considered in such cases when deciding on an extension of the rental agreement. • If your rental agreement is about to end and you are interested in extending it, you must apply no later than 2 months before the end of the rental period.
